Specifies that medical evidentiary examinations for sexual assault victims include treatment of injuries sustained in the assault and testing for pregnancy and sexually transmitted infections.

Prohibits billing sexual assault victims for medical evidentiary examinations and authorizes the State Department of Public Health to assess administrative penalties ($10,000 for first offense, $15,000 for second, $20,000 for third and subsequent offenses) against hospitals and clinics that violate this prohibition.

Creates the Medical Evidentiary Examination Penalty Fund from collected penalties to reimburse hospitals and clinics for unreimbursed and unbilled costs related to medical evidentiary examinations, upon legislative appropriation.

Requires local law enforcement agencies to reimburse medical facilities for examination costs within 60 days at locally negotiated rates without reductions based on patient history.

Mandates that sexually transmitted infection testing and pregnancy testing shall be provided (rather than may be provided) when indicated by the history of contact.
