Authorizes water or sewer system corporations to file applications with the Public Utilities Commission to consolidate with public water systems or state small water systems serving disadvantaged communities.

Requires the commission to approve or deny consolidation applications within 8 months, with possible extensions of up to 8 months each if an administrative law judge determines the deadline cannot be met.

Allows consolidations valued at $5,000,000 or less to use a streamlined advice letter process approved within 120 days (with possible 120-day extensions), and permits uncontested letters to be approved by the executive director or division director.

Requires the commission to prioritize cases where water or sewer corporations consolidate with systems cited for failing to meet drinking water standards under Health and Safety Code sections 116650 or 116655.

Mandates adequate public notice and opportunities for public participation in consolidation proceedings, and does not require non-commission-regulated water systems to obtain authorization before consolidating.
