Adds sea level rise planning as a basic goal of California's coastal zone management, requiring the Coastal Commission to adopt recommendations and guidelines for identifying, assessing, and mitigating sea level rise impacts in local coastal programs.

Creates the California Sea Level Rise State and Regional Support Collaborative with five members including the Secretary for Environmental Protection and Secretary of Natural Resources Agency to provide support for sea level rise identification, assessment, and mitigation.

Authorizes the collaborative to expend up to $100,000,000 annually from bond funds and other sources to make grants to local governments for updating land use plans and implementing sea level rise adaptations, with priority given to governments with effective, urgent planning.

Increases annual funding for the Environmental Justice Small Grant Program from $1,500,000 to $2,000,000, with up to $500,000 dedicated to organizations addressing sea level rise impacts in disadvantaged communities.

Requires the Secretaries for Environmental Protection and Natural Resources to annually report to the Legislature's budget committees on implementation of sea level rise mitigation programs.
