Mandates consortia to submit plans detailing the number of people served, local coordination efforts, employment likelihood, and cost-effective needs assessment processes.

Requires the board to develop High Road Training Partnerships or similar workforce programs targeting displaced workers including farmworkers in the southern central valley and youth with barriers to employment, with potential focus on the healthcare industry.
