Court Reporters Board of California must adopt standards for certifying operators of computer-aided realtime transcription (CART) systems by January 1, 2022, or approve a state or national association to certify such operators.

Individuals requiring CART operator services must provide advance notice to the court or agency at the time the hearing is set or no later than five days before the hearing.

CART operators must provide the speech-to-text equipment to be used unless the court provides it, and courts must post signs indicating availability of and how to request CART operator services.

An operator of a computer-aided realtime transcription system may be present in the jury deliberation room if needed to serve a juror who is deaf or hard of hearing, replacing the previous authorization for court reporters to be present for this purpose.

Board must collect certification fees to cover regulatory costs and report to the Legislature by January 1, 2026 on the number of CART operators certified between January 1, 2022 and July 1, 2025.
