• Requires any person whose case originated in juvenile court to remain in a county juvenile facility until age 21, except under specified circumstances.

• Establishes a rebuttable presumption favoring continued detention in juvenile facilities and requires courts to make written findings based on five statutory factors before ordering transfer to adult facilities.

• Permits individuals moved to adult facilities to request reconsideration if circumstances change.

• Repeals prior statutes authorizing detention of minors in adult jails under certain conditions related to fitness determinations and case transfers.
