Amends Education Code Section 17391 to expand circumstances where school district governing boards may elect not to appoint an advisory committee for disposition of excess real property.

Adds three new exemptions allowing boards to skip advisory committee appointment: sale of a nonschool site per department criteria, leases of 5 years or less when district has declining enrollment projections, and exchanges of real property.

Retains existing exemptions for leases or rentals to private educational institutions for summer school and sales or leases for teacher or employee housing.

Changes the legislative language from "either" to "any" to reflect the expanded list of circumstances for exemption from advisory committee requirements.
