Expressly includes greenhouse gas allowance credits received by electrical corporations in the rebate distribution requirement, ensuring master-meter customers pass these credits to their users.

Requires master-meter customers to provide itemized billing to each user showing meter readings, rates, and quantities for each rate block, and to post current residential rate schedules or provide website access.

Clarifies that submetered residents remain eligible for the California Alternative Rates for Energy (CARE) program regardless of whether all units in a complex receive submetered service.
