Updates vehicle noise violation enforcement by removing muffler/exhaust system violations from disqualifying conditions (except for motorcycles), allowing violators to correct violations; updates noise testing standards to Society of Automotive Engineers Standard J1492 Oct 2008.

Clarifies labor law provisions on employment eligibility reverification to permit employers to take lawful actions consistent with federal law when an employee becomes unauthorized to work.
