Requires the State Air Resources Board to prepare a strategic plan by December 31, 2022 for accelerating production and use of green electrolytic hydrogen in California as part of the state's scoping plan to meet greenhouse gas emissions reduction goals.

Strategic plan must include estimates of greenhouse gas emissions reductions and air quality benefits, review of international green electrolytic hydrogen efforts, analysis of renewable hydrogen alternatives, and recommendations for legislative actions to overcome market barriers.

Requires the State Air Resources Board to analyze how curtailed power could be utilized for green electrolytic hydrogen production and other purposes to meet state climate goals, in consultation with the Independent System Operator.

Designates green electrolytic hydrogen as an eligible form of energy storage, a zero carbon-emitting resource, and a zero-carbon resource for purposes of the Public Utilities Commission's resource portfolio planning and the state's goal of 100% clean electricity by 2045.
