Requires persons who collect and return vote by mail ballots for unrelated voters to register with the Secretary of State and obtain a registration number.

Registered ballot collectors must be U.S. citizens at least 18 years old and must provide voters with a receipt containing their name, registration number, affiliated organization, and compensation status.

Registered ballot collectors must submit a signed declaration under penalty of perjury identifying each voter whose ballot they returned and certifying they did not coerce voters or offer compensation.

Prohibits registered ballot collectors from offering voters any form of compensation in exchange for designating them to return ballots.

Makes violations infractions punishable by fines of up to $100 for a first offense and $200 for a second offense, with permanent registration revocation for a third or subsequent offense.
