CA SB1125

Requires the State Department of Education to review funding for all after school programs in the state and provide flexibility by regulation to use after-school program funds for before-school programs, unless prohibited by Proposition 49 or federal law.

Prohibits cities, counties, county offices of education, and school districts from imposing rules or taking actions that would prevent local educational agencies (school districts, county offices of education, or charter schools) from complying with state law or regulations, designating this as a matter of statewide concern applicable to all cities including charter cities.

Expands the school start time exemption to include rural charter schools in addition to rural school districts for the existing requirement that middle schools begin no earlier than 8:00 a.m. and high schools no earlier than 8:30 a.m. by July 1, 2022.

Authorizes school districts and charter schools to offer a surf class or club before the official schoolday start time that can generate average daily attendance for computing state funding apportionments.

Expresses legislative intent to define "rural school district and rural charter school" for purposes of the school start time provisions.
