Authorizes sealed juvenile court records to be accessed by the probation department, prosecuting attorney, counsel for the minor, and the court to assess a minor's competency when competency is raised in proceedings on a subsequent petition.

Limits competency-related access to prior competency evaluations, remediation reports, court findings on competency, and other evidence like school records, with information restricted to competency evaluation purposes only.

Prohibits dissemination of competency-related information to other agencies except as necessary to provide remediation services, and prevents its use to impose penalties, detention, or sanctions on the minor.

Makes access to sealed records for competency assessment purposes non-construable as a reversal or modification of the original order dismissing the petition and sealing records.

Incorporates modifications proposed by Assembly Bill 2321 if both bills are enacted, with this bill's Section 1.5 becoming operative only if AB 2321 is enacted first.
