Requires commercial fishing license holders to immediately relinquish fish or fish parts caught in California to the Department of Fish and Wildlife upon request for biological sampling purposes.

Allows crab traps to be set and baited 64 hours before the Dungeness crab season opening date statewide, regardless of Fish and Game District.

Authorizes the State Department of Public Health to adopt regulations permitting the manufacture and sale of eviscerated Dungeness crab from waters where viscera exceeds domoic acid limits but meat does not.

Requires the Department of Fish and Wildlife to adopt regulations for commercial Dungeness crab take during evisceration authorization periods, including electronic vessel monitoring and restrictions on sales to approved processors only.

Declares the act an urgency statute effective immediately to ensure a safe and orderly Dungeness crab fishery for the 2020-21 season.
