Transfers $331,044,084 from the General Fund to the National Mortgage Special Deposit Fund for legal assistance to California renters and homeowners in housing-related matters through nonprofit organizations.

Appropriates $100,000 to the Department of Finance to study the most effective way to establish and manage a trust for housing assistance purposes.

Modifies housing element compliance enforcement by allowing Attorney General to request court orders directing jurisdictions to comply, with court determinations having same force as Department of Housing and Community Development approvals for financial assistance eligibility.

Limits jurisdictions' eligibility for de novo review of housing element determinations and extends HCD review timelines from 30 to 90 days; restricts this process to jurisdictions facing funding denial and prohibits its use if litigation has been filed.

Adds Council of San Benito County Governments to the central coast multiagency working group and authorizes councils to request up to 25 percent of Local Government Planning Support Grants in advance beginning October 1, 2019, with funding awards due within 30 days.
