Extends the California Advanced Services Fund (CASF) program deadline from December 31, 2022 to December 31, 2024 to approve funding for infrastructure projects providing high-capacity, future-proof broadband to at least 98% of California households.

Increases broadband speed requirements from 10 mbps downstream/1 mbps upstream to 25 mbps downstream/25 mbps upstream with sufficiently low latency for real-time interactive applications, and expands funding eligibility to include unserved high-poverty areas in addition to unserved areas.

Reduces the timeline for existing broadband providers to demonstrate deployment capability from 180 days to 90 days before an area becomes eligible for CASF funding.

Removes the provision allowing household-level broadband connection grants (capped at $5,000,000) and eliminates the authorization to increase the maximum annual surcharge collection amount.

Requires additional interim audit reports by April 1, 2022 and extends annual reporting requirements to the Legislature through April 1, 2025 to include information on unserved and unserved high-poverty areas.
