Creates a recycling financial analysis and policy development unit within the Department of Resources Recycling and Recovery to develop, analyze, and evaluate economic and policy proposals for the beverage container recycling program.

Requires the unit to assess the effects of international market limitations on beverage container exports and their impacts on California's beverage container recycling efforts.

Directs the unit to evaluate fund solvency, identify fiscal impacts of recycling programs, and assess economic impacts on state citizens and businesses.

Mandates the unit to develop recommendations for integrating state, local, and private recycling alternatives to reduce costs and meet the state's 80-percent recycling goal.
