Requires the Commission on Peace Officer Standards and Training to develop best practice recruiting recommendations for peace officers who are women, racial or ethnic minorities, and other underrepresented groups in law enforcement.

Mandates the commission create and distribute a guidebook or materials on best practices for peace officer recruitment, including strategies for recruiting community-oriented officers and underrepresented groups, available to law enforcement agencies statewide.

Requires the commission to distribute periodic internet bulletins to law enforcement agencies summarizing key recruitment findings and promoting best practices for recruiting underrepresented groups.

Mandates a legislative report by June 30, 2022, detailing implementation rates of best practice recommendations, perceived outcomes, and demographic breakdown of women officers, officers from racial or ethnic minorities, and other self-identified minority group members in each department.

Reporting requirement becomes inoperative on June 30, 2026.
