CA SB1145

Prohibits social workers from considering arrest records of persons residing in proposed child placements, except when the arrest would disqualify them under Health and Safety Code Section 1522 from being licensed as a foster family home, certified as a family home, or approved as a resource family.

Adds Section 306.7 to the Welfare and Institutions Code establishing the restriction on considering arrest records during placement determinations.

Adds Section 361.2(l) to the Welfare and Institutions Code with identical language restricting consideration of arrest records for placement purposes.

Amends Section 361.2 to codify existing law regarding court-ordered child removal, placement options with relatives or in licensed facilities, and procedures for out-of-county placements.
