CA SB1153

Requires children to complete one year of kindergarten before admission to first grade, beginning with the 2021-22 school year.

Modifies first grade admission requirements to include kindergarten completion as a prerequisite, while maintaining existing birthday cutoff dates (September 1 for 2014-15 school year and thereafter).

Allows school district governing boards to permit children of proper age to be admitted to a class after the first school month for good cause.

Establishes that if the Commission on State Mandates determines the bill creates state-mandated costs, reimbursement shall be made pursuant to existing statutory procedures under Government Code Part 7.
