Prohibits knowingly disposing of lithium-ion batteries in solid waste or recyclable materials containers unless the container is specifically designated for battery recycling.

Requires the Department of Forestry and Fire Protection to develop a model protocol and training by January 1, 2022, for detecting, handling, and suppressing fires from discarded lithium-ion batteries in waste collection vehicles, transfer stations, and disposal facilities.

Requires solid waste enterprises to adopt or update fire safety protocols and arrange employee training by July 1, 2022, after consulting with county fire marshals in their operating areas.

Requires the Department of Resources Recycling and Recovery to develop a guidance document by July 1, 2023, to educate the public about proper handling of lithium-ion batteries and risks of improper disposal.

Authorizes state reimbursement to local agencies and school districts for any costs determined to be mandated by the state through this legislation.
