Sets maximum Cal Grant A and B awards for students attending independent institutions of higher education at $9,084 for the 2020–21 award year.

Suspends the California Dreamer Service Incentive Grant Program for 2019–20 and 2020–21 fiscal years, redirecting $15 million in funds to disaster relief emergency student financial aid for eligible undocumented and nonresident exempt students across UC, CSU, and community colleges.

Extends Golden State Teacher Grant Program funding availability to June 30, 2023, and authorizes grants of less than $20,000 to eligible teacher credentialing students committing to teach in high-need fields at priority schools.

Adjusts community college apportionment payments by deferring $1.453 billion from months February–June 2020–21 to July–November, with provisions allowing up to $30 million in early payments for districts with financial hardship.

Appropriates $66.255 million to community college districts for student support services and requires reporting on fund usage by December 1, 2023.
