Creates new Penal Code Section 422.2 making it a crime to willfully threaten unlawful violence resulting in death or great bodily injury on school grounds, including through electronic means.

Requires specific intent that the threat be taken seriously, with the threat being unequivocal, unconditional, immediate, and specific, and must create a disruption at the school.

Punishable by imprisonment in county jail for up to one year or by state prison imprisonment under Section 1170(h).

Defines "school" to include preschools, elementary through high schools, community colleges, universities, and locations where school-sponsored events occur.

Exempts the state from reimbursing local agencies and school districts for costs under Article XIII B of the California Constitution as this creates a new crime.
