Waives special education program timelines while schools are closed due to COVID-19 without waiving federal IDEA requirements, and considers closure days as regular school session breaks for timeline calculations.

Appropriates $100,000,000 from the General Fund to local educational agencies based on average daily attendance for purchasing personal protective equipment and supplies or labor for cleaning schoolsites, with a minimum of $250 per schoolsite.
