Requires the Department of Fish and Wildlife to establish by December 31, 2021, a list of wild animals prohibited from importation or transportation into California based on threats to public health, safety, native wildlife, or agriculture.

Authorizes the department to immediately suspend any authorization to import wild animal species if scientific evidence suggests zoonotic transmission of a novel, readily transmissible human disease without available treatment, and prohibits importation until robust testing, treatment, or quarantine protocols are implemented.

Enacts the Iconic African Species Protection Act, prohibiting possession of dead bodies or parts of specified African species including elephants, rhinoceros, lions, and leopards, with exceptions for pre-2021 ownership, educational/scientific institutions, and federally permitted items, subject to civil penalties of $5,000 to $40,000 per violation.

Requires the Fish and Game Commission to adopt regulations prohibiting live animal markets from storing or selling known or likely invasive species or species responsible for zoonotic disease transmission, and extends the statute of limitations for prosecution of live animal market violations from 1 to 3 years.

Requires the Department of Fish and Wildlife to review and adjust permit fees at least once every 5 years to fully cover administrative and implementation costs.
