Authorizes school districts to submit fingerprint images and information of nonteaching parent volunteer candidates to the Department of Justice to obtain records of child abuse investigations, state or federal convictions, and specified arrests.

Requires the Department of Justice to charge a fee for processing federal-level criminal record requests, with schools determining locally whether to cover the cost or pass it to volunteers.

Prohibits the Department of Justice from charging fees for state-level criminal record information when school districts process applications for parent volunteer candidates.

Limits eligibility to parents at Title I schools with significant low-income student populations who voluntarily offer support.

Requires schools requesting state-level records to also request subsequent arrest notifications for all nonteaching volunteer parent candidates.
