Amends Section 23390.5 of the Business and Professions Code to increase the number of licensed branch premises where winegrowers and brandy manufacturers can sell wine or brandy to consumers or conduct winetasting activities from one to two locations.

Applies the change prospectively while preserving existing rights of winegrowers and brandy manufacturers who operated multiple licensed branch offices under duplicate licenses that existed on or before January 1, 1966.

Broadens the definition of crimes related to violations of the Alcoholic Beverage Control Act by expanding where these activities are permitted.

Specifies that no state reimbursement to local agencies or school districts is required because costs stem from changes to crime definitions under Government Code Section 17556 and California Constitution Article XIII B, Section 6.
