Requires the Department of Water Resources to include in California Water Plan updates a discussion of strategies for increasing regional water resilience, defined as the ability to cope with and recover from disruptions while maintaining services and protecting the environment.

Directs the Department of Water Resources, in collaboration with the State Water Resources Control Board, to develop maps delineating regions based on six-digit hydrologic units from the United States Geological Survey's National Hydrography Dataset.

Specifies that regional water resilience strategies shall include development of new water storage facilities, water conservation, water recycling, desalination, conjunctive use, and water transfers, along with analysis of alternative water pricing policies.

Requires the plan to discuss potential advantages and disadvantages of each strategy and identify all federal and state permits, approvals, or entitlements needed for implementation.

Removes outdated references to specific departmental bulletins in the provision requiring a report on regional and local water projects to improve water supplies and minimize inter-regional water imports.
