Approves labor agreements between the state employer and State Bargaining Units 12 and 13, with provisions requiring expenditure of funds approved only if specifically appropriated by the Legislature.

Adjusts Public Employees' Retirement System (PERS) contribution rates for state employees: reduces normal contribution rates for State Bargaining Unit 2 members effective July 1, 2022 (from 10% to 9.5% for non-federal service members; from 9% to 8.5% for federal service members).

Suspends employee contributions to prefund retiree health care (OPEB) for fiscal years 2020-21 and 2021-22 across multiple bargaining units (2, 5, 7, 8, 9, 10, 12, 13, 16, 18, 19), with restoration contingent on Director of Finance funding availability by July 1, 2022 or 2023.

Establishes continuous appropriations for employee compensation if annual Budget Acts are not enacted by July 1 for fiscal years 2020-21 through 2024-25, covering specified bargaining units.

Appropriates $5,913,000 from General Fund and special funds for state employee compensation in the 2020-21 fiscal year across bargaining units 2, 5, 7, 8, 10, 12, 13, 16, and 19.
