Establishes the Commission on Home Hardening as an independent unit within the Business, Consumer Services, and Housing Agency with 6 members including the Insurance Commissioner, State Fire Marshal, Director of Housing and Community Development, and Director of Emergency Services.

Requires the commission to develop a 3-tiered system of fire prevention levels (Type III for basic prevention, Type II for ember resistance, Type I for flame and radiant heat resistance) for structures in Wildland-Urban Interface environments and guidelines for third-party certification.

Directs the commission to develop wildfire community hardening standards with a certification process for communities meeting those standards, working with stakeholders from fire protection districts, insurance industry, building trades, and local government.

Authorizes admitted insurers offering residential property insurance to consider the structure type certifications and community hardening standards when developing underwriting guidelines and setting insurance rates.

Requires the commission to serve as a clearinghouse for mitigation research and data, publish information accessible to insurers and the Department of Insurance, and consult with the Insurance Institute for Business and Home Safety to develop recommended insurance discounts.
