Requires the Department of Rehabilitation to establish a grant program for local jurisdictions enforcing quality of life violations to divert homeless people needing mental health services away from the legal system.

Limits grants to local jurisdictions that can demonstrate enforcement of quality of life misdemeanors, as defined in the Penal Code and Health and Safety Code.

Allows grant funds to be used for inpatient mental health beds, mental health programs, hiring mental health providers, contracting with nonprofit organizations, and other services or infrastructure supporting homeless populations and those in critical need of mental health care.

Defines "local jurisdiction" as any city, county, city and county, or other local governing body with law enforcement jurisdiction.

Specifies "quality of life misdemeanor" to include violations such as indecent exposure, loitering, drug possession, and related infractions under Penal Code and Health and Safety Code sections.
