Modifies the San Gabriel Valley Regional Housing Trust board of directors to require 7 of 9 members be local elected officials from Los Angeles County or city council members from San Gabriel Valley Council of Governments cities that are party to the joint powers agreement.

Requires each board member representing a city party to the joint powers agreement to be a resident of a different city.

Establishes eligibility criteria for the 2 expert members in homeless or housing policy, including a minimum of 5 years of experience and regional experience with affordable housing projects in multiple San Gabriel Valley cities.

Implements staggered terms for board directors by requiring 5 members to be appointed in odd-numbered years and 4 in even-numbered years, with initial terms established by lot drawing.

Maintains the Trust's authority to fund housing for homeless populations and extremely low, very low, and low-income persons and families, and requires annual financial reporting and auditing.
