State Board of Education must update regulations governing expenditure of supplemental and concentration grant funds by March 31, 2021 (changed from January 31, 2014 deadline).

Regulations must authorize use of unduplicated pupil funding for schoolwide/districtwide purposes based on school performance: schools with highest or second-highest California School Dashboard ratings and meeting UC/CSU course demand can use funds as flexibly as federal Every Student Succeeds Act allows; other schools must follow more restrictive requirements.

Schools must establish common accounting codes through the Standardized Account Code Structure to track receipt and expenditure of base grant, supplemental grant, and concentration grant funding by type beginning with the 2021-22 school year.

High schools (grades 9-12) must offer sufficient courses, including laboratory courses, for capable pupils to complete University of California and California State University "A-G" admission requirements as a state priority in local control and accountability plans.

State must reimburse local agencies and school districts for any costs mandated by this act if determined by the Commission on State Mandates.
