Creates a database of critical facilities and critical infrastructure in Tier 2 and Tier 3 high fire-threat districts, identifying whether each serves low-income households or low-income communities.

Requires electrical corporations to collaborate with local governments and community choice aggregators to identify critical circuits and microgrid projects, and to provide distribution equipment data, circuit data, and grid hardening plans within 30 days of request.

Allows electrical corporations, electric service providers, community choice aggregators, and local publicly owned electric utilities to use capacity from microgrid projects to satisfy resource adequacy requirements.

Requires the Public Utilities Commission and Independent System Operator to develop a methodology by July 31, 2021, to account for the resource adequacy value of distributed energy storage, including customer-sited energy storage and hybrid resources.

Authorizes electrical corporations to require use of a commission-approved nondisclosure agreement before providing requested electrical infrastructure information, with the agreement to be developed by March 1, 2021.
