Requires privately operated local detention facilities to operate pursuant to contracts that include compliance with Federal Performance-Based Detention Standards, in addition to existing state and local building, zoning, health, safety, and fire requirements.

Mandates that private detention facility contracts include provisions for general liability insurance ($5,000,000 per occurrence/$25,000,000 aggregate), automobile liability insurance ($5,000,000 per occurrence), umbrella liability insurance ($25,000,000 per occurrence/aggregate), and workers' compensation insurance from admitted insurers.

Requires insurers providing coverage to obtain initial compliance reports within 60 days and quarterly updates thereafter, and to notify facility directors and the Insurance Commissioner of deficiencies with 60-day cure periods before contract cancellation.

Extends contract requirements to facilities responsible for custody and control of both local prisoners and civil detainees.

Makes failure to comply with health, safety, fire laws, minimum jail standards, Federal Performance-Based Detention Standards, and insurance coverage requirements grounds for contract termination.
