Requires California Department of Tax and Fee Administration to review gross receipts segregated on state fair tax returns for errors, retroactively to 2019-20 fiscal year, and report adjusted amounts to determine fair funding allocations.

Authorizes Secretary of Food and Agriculture to adopt fees covering department costs for administering Proposition 12 animal confinement laws, with separate accounting in the Department of Food and Agriculture Fund.

Reduces authorized bond amounts from the Earthquake Safety and Public Buildings Rehabilitation Bond Act of 1990 from $300,000,000 to $292,510,000 and from the Water Conservation Bond Law of 1988 from $60,000,000 to $54,765,000.

Establishes Good Neighbor Authority Fund administered by Department of Forestry and Fire Protection to support forest health and fuels reduction projects on federal lands through Good Neighbor Authority agreements, funded by forest product sales revenues and grants.

Authorizes State Water Resources Control Board to issue federal water quality certifications before completing environmental review if delay poses risk of losing certification authority, with ability to reopen and revise certifications based on environmental documents, and requires Department of Fish and Wildlife cost recovery in water rights fee schedules.

Appropriates $73,000 from Safe Neighborhood Parks, Clean Water, Clean Air, and Coastal Protection Bond Fund to Coachella Valley Mountains Conservancy.
