Permits the Department of Fish and Wildlife to authorize taking of the Santa Cruz long-toed salamander (Ambystoma macrodactylum croceum) resulting from State Route 156 construction through Moro Cojo Slough in Monterey County for safety and access improvements.

Requires the permit to satisfy existing California Endangered Species Act standards under Section 2081 and incorporate conservation measures under Section 2805.

Mandates development and implementation of a monitoring program and adaptive management process in cooperation with federal and state agencies until construction impacts are fully mitigated.

Allows permit conditions to be amended as required by the monitoring program and adaptive management process.

Does not exempt the construction project from compliance with any other applicable law.
