Requires CalWORKs recipients attending publicly funded postsecondary institutions full-time and making satisfactory progress to receive $500 per semester or $350 per quarter for books and college supplies.

Provides part-time students meeting hourly participation requirements $250 per semester or $175 per quarter, with option for reimbursement of actual verified expenses exceeding these amounts.

Exempts eligible postsecondary students from job club requirements and limits assessments to identifying barriers only, with assessments conducted by phone or electronic means unless student requests in-person meeting.

Allows counties to provide payments as book vouchers or store credits if all required books are available at least 10 days before semester or quarter start.

Directs Department of Social Services to implement provisions through all-county letters until emergency regulations are adopted by January 1, 2023, with final regulations required thereafter.
