Authorizes licensed cannabis testing laboratories to receive and test samples from state or local law enforcement, prosecuting agencies, and regulatory agencies for testing purposes.

Clarifies that testing conducted for law enforcement, prosecuting, or regulatory agencies is not commercial cannabis activity and shall not be arranged or overseen by the Bureau of Cannabis Control.

Maintains existing restrictions prohibiting testing laboratories from acquiring cannabis or cannabis products except from licensed sources, with specified exceptions for law enforcement, patients, and home cultivators.

Preserves existing provisions allowing testing laboratories to receive samples from qualified patients with physician's recommendations and from adults over 21 who cultivate cannabis for personal use.
