Creates the "Equal Insurance HIV Act" effective January 1, 2023, prohibiting life and disability income insurers from declining applications based solely on positive HIV test results, while allowing underwriting based on sound actuarial principles and actual or reasonably anticipated experience.

Increases civil penalties for negligent disclosure of HIV test results to up to $2,500 (from $1,000), willful or malicious disclosure to $5,000-$10,000 (from $1,000-$5,000), and misdemeanor fines to up to $25,000 (from $10,000) for violations involving economic, bodily, or psychological harm.

Renames "rental car agent" licenses (previously "rental car company agent") and makes various conforming terminology changes throughout the Insurance Code, including updating references from "life-only" and "accident and health" to "life" and "accident and health or sickness" licenses.

Extends Long Term Care Insurance Task Force reporting deadlines from July 1, 2021 to January 1, 2023, and from July 1, 2022 to January 1, 2024, with the task force provisions repealing July 1, 2024.

Modifies child support enforcement provisions to exclude loans for premium payments from the definition of "economic benefit" subject to reporting, and changes department record maintenance locations from "City and County of San Francisco" to "San Francisco Bay area."
