Removes the exemption for household domestic service from California's Occupational Safety and Health Act, making such employment subject to state safety and health standards effective January 1, 2022.

Excludes publicly funded household domestic service from coverage unless it is subject to specific regulatory provisions in the California Code of Regulations.

Requires the Chief of the Division of Occupational Safety and Health to convene an advisory committee within 6 months to make recommendations for industry-specific regulations for household domestic service, with final regulations to be adopted by January 1, 2022.

Establishes special investigation procedures for household domestic service complaints, including a requirement to contact employers by telephone within 14 days of receiving a complaint and to provide both employers and employees with copies of alleged violations and investigation correspondence.

Allows investigators to enter residential dwellings without prior telephone contact when complaints allege serious illness, injury, or death, and requires investigations to avoid unwarranted invasion of personal privacy.
