Extends the Limited Examination and Appointment Program (LEAP) for hiring persons with disabilities in state civil service until January 1, 2022, including provisions for developmental disability internships of at least 512 hours.

Requires emergency and disaster preparedness plans for adult residential facilities, certain children's residential facilities, and adult day programs licensed under the California Community Care Facilities Act, including evacuation procedures, 72-hour self-sufficiency plans, utility shutoff locations, and quarterly emergency drills.

Applies existing emergency and disaster preparedness requirements previously applicable only to residential care facilities for the elderly to residential care facilities for persons with chronic life-threatening illness (HIV/AIDS).

Defines "authorized representative" under the Lanterman Developmental Disabilities Services Act and updates related cross-references regarding State Council on Developmental Disabilities appointment authority.

Specifies that no state reimbursement is required for local agencies or school districts because costs result from creating new crimes or changing criminal penalties under existing law.
