Requires school districts to translate notices about sexual health and HIV prevention education to parents and guardians pursuant to Section 48985.

Mandates governing boards adopt a policy specifying how parents and guardians may inspect written and audiovisual educational materials used in sexual health and HIV prevention education.

Requires educational materials, including translations, be made available at each schoolsite and publicly posted on the school district's website or parent/guardian portal within 30 days of adoption, but no later than 14 days before instruction is given.

Applies material availability requirements to updates or changes and to materials from outside consultants or guest speakers, with a transition period for contracts made before January 1, 2021.

Provides that if the Commission on State Mandates determines the bill contains state-mandated costs, reimbursement shall be made pursuant to Government Code Part 7.
