Authorizes the Sacramento Regional Transit District and Sacramento Metropolitan Air Quality Management District, in consultation with the Sacramento Area Council of Governments, to jointly adopt and revise a commute benefit ordinance for the County of Sacramento.

Requires covered employers with 50 or more full-time employees in the ordinance area to offer covered employees a pretax option program allowing exclusion of transit passes, bicycle commuting, or vanpool charges from taxable wages up to federal limits.

Provides employers six months to comply after ordinance adoption and allows employers to seek approval for alternative commuter benefit programs that reduce single-occupant vehicle trips equivalently.

Specifies the ordinance must detail employer notification procedures, compliance demonstrations, alternative program criteria, and noncompliance consequences.

Requires the districts to submit a report to legislative transportation committees on program outcomes including employer compliance, employee behavior changes, vehicle trip reductions, and greenhouse gas emissions impacts before January 1 (date unspecified in bill text).
