Amends Section 2290.5 of the Business and Professions Code to clarify that generally accepted standards of practice apply to health care providers while delivering telehealth services.

Requires health care providers to inform patients about telehealth use and obtain documented verbal or written consent before delivering health care via telehealth.

Specifies that all laws governing professional responsibility, unprofessional conduct, and standards of practice that apply to a health care provider's license also apply during telehealth service delivery.

Establishes that failure to comply with telehealth consent requirements constitutes unprofessional conduct.

Confirms that telehealth does not alter a provider's scope of practice or authorize services in settings or manners otherwise prohibited by law.
