Creates new felony offense (Section 236.20) prohibiting agreement to engage in or engagement in prostitution with a minor who is a victim of human trafficking in exchange for compensation, money, or anything of value.

Establishes two penalty tiers: if defendant did not know minor was trafficking victim, punishable by county jail imprisonment for 16 months, 2, or 3 years with tier one sex offender registration; if defendant knew minor was trafficking victim, punishable by state prison for 5, 8, or 12 years with lifetime sex offender registration.

Adds Section 236.20 convictions to the list of registerable offenses under the Sex Offender Registration Act (Section 290) as a tier one or tier three offense depending on knowledge of trafficking status.

Updates pronouns in Section 290 from "he or she" to "they" throughout the registration provisions.

Becomes operative January 1, 2021.
