Establishes a pilot program allowing the Department of Transportation to authorize transit operators to operate buses on state highway shoulders, with a maximum of 4 projects in Group No. 1 counties and 4 projects in Group No. 2 counties.

Requires transit operators to partner with a regional transportation agency that either programs regional transportation improvement funds or collects a countywide special tax for transportation to submit applications to the department.

Mandates a maximum speed limit of 35 miles per hour for transit buses operating under the program and requires the department to develop safety guidelines with input from the California Highway Patrol and the public.

Makes the regional transportation agency responsible for all project costs, including repairs to highway shoulders resulting from transit bus operations.

Requires operators to submit a report to the Legislature within two years of project commencement detailing geographic scope, highway modifications, costs, and performance measures related to safety and transit reliability.
