Expands existing misdemeanor prohibition on dumping garbage in navigable waters to also include hazardous, medical, and human waste within 20 miles of California's coastline.

Authorizes public health officers to declare a public health emergency when garbage or hazardous, medical, or human waste in navigable waters constitutes a threat to public health.

Creates a new crime, establishing this as a state-mandated local program subject to potential reimbursement requirements under the California Constitution.

Specifies that no state reimbursement is required because costs incurred by local agencies will result from creating a new crime, consistent with Government Code Section 17556.
