Extends confidentiality protections for home addresses maintained by the Department of Motor Vehicles to code enforcement officers and parking control officers, subject to existing exceptions for courts, law enforcement agencies, and other official entities.

Requires the Department of Motor Vehicles to charge a fee sufficient to cover reasonable costs for confidentiality requests made on or after January 1, 2021.

Maintains existing exceptions allowing disclosure of confidential home addresses to courts, law enforcement agencies, the State Board of Equalization, and attorneys in civil or criminal actions with court-approved subpoenas.

Makes legislative findings demonstrating that protecting the privacy of code enforcement officers and parking control officers from public disclosure of their home addresses outweighs the interest in public disclosure, as required by California Constitution Article I, Section 3.
