Exempts housing projects from California Environmental Quality Act (CEQA) requirements if they occur within previously developed areas, have no value as habitat for endangered/rare/threatened species, and can be adequately served by utilities and public services.

Exemption applies until January 1, 2029, when the provision automatically repeals.

Requires lead agencies that approve exempt housing projects to file a notice with the county clerk in each county where the project is located.

Specifies that no state reimbursement is required for local compliance costs because local agencies have authority to levy service charges and fees to cover mandated program expenses.
